Although prorogation has been provisioned to allow for a reset of Parliament without an election, its use in recent memory has come to be mired in controversy. Prime Minister Justin Trudeau’s move this week to prorogue Parliament amid the WE Charity scandal has been criticized by the opposition as being a way to dodge scrutiny. The government says it’s meant to reset the economic plan amid the pandemic and to provide an opportunity for a vote of confidence in the government before adopting that plan. If there’s any price to be paid for the government for invoking the parliamentary tool, it would be at the ballot box.

A Kentucky man could face a fine of up to $750,000 or six months in jail for allegedly violating a quarantine order in the Alberta Rockies in late June. John Pennington, 40, was initially given a $1,200 ticket on June 25 after staff at a Banff hotel called the RCMP saying they believed the United States citizen was violating the Alberta Public Health Act during the COVID-19 pandemic. American visitors have been able to use a loophole allowing them to travel through Canada on the way to and from Alaska.

The Mounties told Global News Wednesday evening that they were looking into the government’s handling of the WE Charity contract — a fact they confirmed to me on Thursday. “The RCMP is examining this matter carefully with all available information and will take appropriate actions as required. It would be inappropriate for us to provide anymore further comments on this matter at this time,” the national police force said. Exactly what and who is being looked at the police won’t say, but they are obviously looking to see if there was more than just an ethics breach. Last year, the Trudeau government was under investigation over claims of obstruction of justice in the SNC-Lavalin scandal.

No wonder Prime Minister Justin Trudeau broke another election promise and prorogued Parliament. He wanted to avoid “the sh*t show” he knew was headed for the proverbial fan with the release of almost 5,000 pages of documents related to the WE Charity controversy. “We now know why Justin Trudeau shut down those parliamentary investigations yesterday,” said Pierre Poilievre, the Conservative Party’s finance critic Wednesday. “We have the documents right here.” With dramatic flourish, Poilievre read from some of the documents and then held up redacted pages that were completely blacked out but for a date and who sent the email and who received it.

Tuesday’s news that Chrystia Freeland has had the role of finance minister added to her list of duties following the resignation of Bill Morneau didn’t come as that much of a surprise. She can now rightly be described as “minister of everything,” a position first used to describe wartime cabinet minister C.D. Howe and later for Brian Mulroney’s right-hand man Don Mazankowski. Freeland’s enhanced position will only lead to more speculation that she’s next in line to be Liberal leader and prime minister. It’s not unreasonable to think this, for a couple of reasons. She’s clearly always had her eye on some sort of big prize. The other is that Trudeau is more of a liability now than he was back in 2015.

The signs had been sent out for some time, a series of leaks claiming there was rift between Trudeau and Morneau. That’s not something anyone watching the situation actually believed. According to the storyline put out by Trudeau loyalists, Morneau was being too much of a fiscal conservative in this time of responding to the pandemic. That idea is simply laughable; Morneau was the fiscal captain who oversaw massive budget deficits much larger than the Trudeau Liberals ever campaigned on and he never complained once.

Morneau and his team have pushed back against other Cabinet ministers about how much funding was needed, including to what extent the recovery could be helped by investing in environmental projects, the people added. Trudeau, who campaigned on a platform to tackle climate change, believes the 2021 budget should have an ambitious environmental element to start weaning the heavily oil-dependent economy off fossil fuels and he recently hired former Bank of England Governor Mark Carney as an informal adviser, aides say.

The Chinese regime’s strategy of using members of the diaspora who are under its control to run for political office is more advanced in Canada than other countries, says Australian scholar Clive Hamilton, whose new book chronicles how Beijing uses elites in target countries to extend its influence abroad. In the case of Canada, Hamilton says the country “is in deep trouble because of the elites,” and this applies to the networks of close contacts that Prime Minister Justin Trudeau has in business and politics. “There’s been a gradual buildup of uproar in Canada at the way in which the business political elite has become entangled with the Chinese political and corporate elite, as a result of which Canada’s diplomatic dealings with China have been embarrassingly submissive,” he says.

Only a small fraction of the 40,000 new ventilators Canada ordered for hospitals last spring have already been delivered but several companies involved say their production lines will start delivering the products faster in the next few weeks. The promise of new arrivals comes as Canada’s chief public health officer, Dr. Theresa Tam, warned Friday that a fall surge of COVID-19 cases could overwhelm the health-care system, including its supply of critical care beds and ventilators. In all, Canada ordered 40,328 ventilators, for an estimated $1.1 billion, and as of Friday, it had just 606 in hand. In March there were about 5,000 ventilators nationally, and another 500 in the national emergency stockpile.

The construction of a new military refuelling station in the Arctic is facing another delay more than 13 years after it was first promised by the federal government, with one analyst raising concerns about other pressing military needs in the region. Former prime minister Stephen Harper announced plans to build the Nanisivik deep-water port in Nunavut, along with up to eight armed Arctic patrol vessels, during a trip to the Far North in 2007. COVID-19 is only the most recent challenge to plague construction of the Nanisivik facility, which was originally supposed to be up and running in 2013 and include an airstrip and be manned throughout the year. “The length of time it has taken us to build doesn’t leave a lot of confidence that the other projects are going to move in a relatively quick timeframe.”
