City internal fraud complaints hit high in 2020
The ongoing pandemic contributed to a 10-year high in city fraud complaints. An annual report on the City of Toronto’s Fraud and Waste Hotline says the city’s auditor general received 848 complaints — up 44% from 2019. About 10% of those, 89 out of the 848 reports, were directly related to COVID-19, and 43% of all cases were lodged anonymously. Ninety-six cases from 2020 have yet to be investigated. Of 2020’s substantiated cases, employees were disciplined in two separate investigations. Discipline was also handed out in 17 complaints filed in previous years that weren’t concluded until 2020.
