The good news is the city of Toronto’s proposed $13.95 billion budget for 2021, in the middle of the ongoing pandemic recession, contains the second-lowest property tax increase since John Tory became mayor in 2015. The bad news is the annual residential property tax hike doesn’t tell the whole story about the financial impact on municipal taxpayers, including homeowners and tenants who pay through rents.
