When Prime Minister Justin Trudeau came to power in 2015, Canada’s annual industrial greenhouse gas emissions linked to human-induced climate change were 720 million tonnes annually. Trudeau and then environment and climate change minister Catherine McKenna repeatedly pledged to cut Canada’s annual emissions by a bare minimum of 114 million tonnes by 2020 — technically to 17% below 2005 emissions.
