The city spent $700,000 during the first three months of the pandemic to upgrade an emergency shelter that sits empty, the Toronto Sun has learned. While hotels are being leased around the city to physically distance the homeless during COVID — at a cost on average of $220 per night per client — the Better Living Centre at Exhibition Place has yet to be used since the upgrades were made between March 16 and the end of July.
