Despite 16 years and $147 million in investments, a national public health surveillance system is not being used during the COVID-19 pandemic, one of several weak points in data collection on the virus’s spread in Canada. Documents released in Parliament last month, also show the government still has only a partial picture of who is being infected with the virus.
