You either love the former Progressive Conservative premier or hate him. Those who admire him, generally cite his forthrightness and the fact he did what he said he’d do. The Harris Tories released their Common Sense Revolution (CSR) platform a year before the 1995 election. This wasn’t so much a clever strategy as a reflection of the times. In the midst of a double-dip recession, Bob Rae’s NDP government had ground to halt. There was speculation he’d call a snap election. In the year that ensued, the CSR was mocked, dissected and Harris was bashed in the legislature as “Chainsaw Mike,” for his pledge to slash government, cut welfare payments and balance a budget that had doubled the debt in four years and seen deficits balloon into double-digits.
