Ideas for police reform are percolating throughout the United States and beyond amid a wave of protest. In one of the more radical proposals, Minneapolis city council has taken preliminary steps to dismantle the local force. That goes far beyond what is being proposed at the national level. In a federal bill proposed Monday, Democrats would allow civil suits against police, ban chokeholds, limit no-knock raids, require police to publish use-of-force data, and implement mandatory officer re-training. One U.S. community, however, has already gone the more drastic route of dissolving its local force. Canadian expat Bruce Main witnessed it.
