Ontario’s municipalities are bleeding cash. This unprecedented fiscal challenge can be met only with unprecedented co-operation between federal and provincial governments. If governments do not take urgent action, then Ontario’s municipalities, who are not legally permitted to run deficits, will have no choice but to impose impossibly steep tax increases. Municipalities have been left to do much of the heavy lifting in this crisis, whether it’s maintaining public health, maintaining shelter systems and trying to maintain transit systems amidst falling revenue and increased safety needs. We’ve handed them more responsibilities without the funding to pay for the essential services we’ve relied upon more than ever during COVID-19.
